Its the Not being Stupid that gets us crossed up with NHRA. They work from the position no one will care what they change. They claim they get their ideas from "input" from the racers. In a round about way Dick may have hit on the answer. What if it is not the tech dept that is making the final decisions on issues? Think about it.
Too many times tech guys have been over ridden on illegal things they find in teardown. Other times there have been tech decisions handed down that throw logic out the window. The racers commission is a prime example of racer ideas being voted on and the total opposite happens.
