Line-Loc/Water Box

A question came up with a bunch of us old racers as to what year Line-Locs were first used. Also when did tracks first start using a water box?

I raced a stick shift COPO Camaro in the early 70"s (7" slicks!!), we used a Line-Loc but none of the tracks we raced at had water boxes.
