I didn't get to ask anyone........
I thought maybe it was to fit in the trailer (stacker)....... just a guess.
This is the car Barton drives in A/SA and AA/SA and the tires really confused me.
It just made a cooooooool picture.

The small tires are used when the car is in the trailer.
