Can I legally cut a a rectangle hole in the spare tire well for a fuel cell?

Why do that if you can fit the fuel cell in the spare tire well and only run the fuel line through the floor ? If you cut a rectangular hole in the floor you would have to reweld a cover over it per the rules .

Haven't done that for years. Fuel system stays entirely in the trunk. Main line and return, if used, runs through the floor to the front under the car.
Tank needs to be vented outside the car, of course. |
