Specifically speaking about 68-69 Darts and Barracudas, why do I see more 69 models of both out there racing? Is there more/better engine combos for 1969 models??

I believe that is correct.
However, there are several 68 bodies racing as well.

In hind sight I should have built my 69 notch instead of the 70 Duster. 3 engine choices instead of 1.

As I recall, camshaft specifications were slightly better for the 340 and 383 in 1969.
