Default Are diapers required on ALL S/ST cars next year?

Early season rule revision in 2011 indicated so. I'm generally in favor of safety advancements, but this will strongly discourage new racers from entering the Lucas Oil scene with 10.00 and slower bracket cars, which are not required to install them for any other reason (and are usually stock-frame cars to boot). Can anyone confirm whether they plan to go through with this, and/or will it vary on the divisional level?

What I mean by that last question is that Division 2, for example, has always required S/ST cars running 136 mph and faster to pass S/G tech, including diaper, even though the rulebook says "must meet requirements for 9.99 and quicker", which at this time does not include diapers on all ET cars at that level.

With 8-second Super Stock and 9-second Stockers not required to have diapers, it seems a bit much to ask a 10.50 bracket car trying S/ST for the first time to install one before passing tech.
