The NHRA finally made a logical decision:
Stock and Super Stock Rule Amendment After a thorough internal review and consultation with the Stock/Super Stock Sportsman Racing Advisory Council, the NHRA Technical Department has decided to amend the rule regarding the notching of bumper covers in all categories of Stock and Super Stock. The following paragraph will now pertain to all categories of Stock and Super Stock. Rear bumper cover only (i.e., not the bumper) may be notched or slotted for clearance around wheelie bars. Opening maximum is to allow for wheelie-bar movement only. Removal of rear bumper cover or trimming rear bumper cover the full width of wheelie bar prohibited. The most recent version of the 2013 NHRA Rulebook Amendments, including this change, can be found at NHRARacer.com.

A rear bumper cover is not the same as lower valance (as you would find on see cars that have an exposed chrome bumper).
Maybe NHRA should change the language to "rear bumper cover or lower valance".

Semantics aside, For a change NHRA did the right thing.
The wording would be applied to mean a steel or plastic component at the bottom of the rear bumper/cover.

I hate to tell you the wording was probably from me because the DP has just that-a cover. Nothing there. I think on the stock cars we can get them through the exhaust slots, but not on a fat tire car. It was the right move.

We need the wording to include the valance also. Ex. 69 Camaro metal under rear bumper. Just saying.
