Default 396/320 HP Combo

I noticed the 396/325 BBC is rated 5 HP lower at 320 in some Chevelle years but the same exact motor is rated at 325 HP in my 65 Impala. Was the same for my 68 Impala. Same intake ,cam, heads ect. Since I don't follow a lot of other engine combinatios is this a "normal" thing in NHRA rating system. Can I get my Impala 396/325 HP taken off too? (60 pounds lighter) and how do i go about it? Not whining, just curious.

Will Lamprecht 65 Impala I/SA in progress.

I'm not sure who the contact in NHRA would be but, yes you can ask for a H.P. Reduction.
Other racers I know asked for reductions and got it.
