Default Trans Break issue

Hello All.
We pulled the motor and treans out of our S/ST Camaro last fall to freshen everything up.

As it turns out the Stock Case Power Glide bell was split about 3/4 of the way around.
So I bought a ATI Case and Bell. Had a local trans guy switch everything from the stock case trans, to the new ATI case.

Now the trans brake won't work, I have been told to pull out the rod and drill and tape it with a pan head screw.

I have been told I need to weld a tip on the end of the shaft.

I'm not a trans guy, what is all this about.

Is there a longer shaft that can be bought or do I really need to do 1 of the above fixes. is this common or just my dumb luck.

Slightly confused, how do I resolve this problem?

Did your local trans guy know to drill the holes in the back of the case for the transbrake?
