I would guess it goes back to the car manufacturers.They used to ,and still do
rate their engines based on: Insurance rates -low pissing contests with other manufacturers-high sales-bread and butter cars rated higher than competition I don't know how out of whack the HP factors were years ago but a blind,deaf mute knows these new cars,even with the hits they've taken are still well underfactored.
