Lets say you have two converters that flash 5000 RPM, that doesn't mean both converters flash to 5000 RPM with the same drag, the ideal situation with a foot brake car is too have a very free converter to its flash, then lock as efficient as possible, while being as light weight as possible at the same time. My own Chevelle had this same problem, until the converter was close to being dialed, on the two step at 2500 RPM the front would want to top out, playing with different converters put a stop to the problem.
