I believe Angelo's explanation is correct. Using the 90's Firebirds an an example, the FI LT-1's in SS/IA are allowed the ram-air. But, the same car with, say, a '69 350/295 motor in a SS/GT class would not be allowed to use the ram air hood, or the snorkles would have to be blocked.
