Most Egregiously Enhanced or Under Rated Combo ???

even if you pick a "good" combo it can be out of your control if it is a popular engine platform and somebody else beats it up.
It can also be hard to "protect" a combo that only a handful of cars run because there may not be enough others to bring the average down, or races left to do so.
I think NHRA trying to change things to make it harder to protect a combo is because there has been some obvious cases of protecting combos so they made it harder. Will it work or will racers find a way around it? Time will tell.
