Indy, quotas, waiting lists and pull outs.

I've only been going to Indy for a couple years, but it follows most of the other popular events where people pull out a week before, and most of the time, the event ends up being run below the quota.
With all the people asking for spots to get in Indy this year in stock and super stock, do you think....

Those who can get in without adhering to the quota will wait long enough to wait for the pullout for people to backfill those spots, if they are even allowed to wait that long

Will the event go off with an over quota amount of racers? I am not sure the last time that happened.
