Yup, it's in the rule book in black and white. Clutchless transmissions prohibited. Clutch must be used to change gears in a conventional manner. See General Regulations 2:12. I'm actually suprised that no one has been called on this since it's realtively easy to tell from the sidelines if someone clutches or not. I suppose proving it would be another matter.

I think the defining words are "clutch must be used to change gears". Without that line, I guess "conventional" could be anything a person want's it to be.
