Jeff, what is the name of the Manual you reference and where do I get one.
The problem when you get stopped you can very easily piss off the officer when asking for his supervisor and they can always find something if they want to.
Getting the book out and having a friendly conversation with the officer might not be to bad. It all depends on the officer.
Nevada I believe is a different issue. It is a state looking for revenue any way they can get it from outsiders. The U-Haul deal was a thing I would think could not be enforced at all if pushed into the courts. Nevada does not have ports of entry's so they are trying to enforce the laws and collect fees across the state without the expense of the ports and get it done electronically and make fast easy money.
I usually go to the spring Las Vegas race but this year family issues did not allow. I do plan to go to the fall race and on to Pamona so I hope this gets straightened out by the fall.
I would appreciate info on the Manual.
