I got pulled over last year and was told it did not go by what you weigh, but what the GVW was, for the plates.

Don't know if it varies by state, but here in Florida the DMV told me to tag my truck for the combined weight of truck & loaded trailer. So I got 19,999. I believe the cheaper trailer tag was based on mfg. weight, not what it's rated for.
