I would invest a call to your division Chassis Certification personnel. With 9 second vehicles now running in Stock I wouldn't be surprised if that rule is revisited or redefined. In most cars the forward bars are welded to the inner fender panels and strictly interpreted total removal to comply is impractical. Maybe simply a 6"-12" cutoff to disconnect them from the main cage would satisfy them and leave a simple repair available should forward bars be allowed in the future. Worth a phone call to avoid a waste of time.
