The reason 5 pounds is used is because the scales read in 5 pound increments, not 3 pound increments. The maximum weight limit works just like the minimum weight limit. The rule has always been if you are too light it is a DQ. Now with the new rule if you are too heavy it is also a DQ.

Well, if my minimum for the next heavier class is 3500 pounds and I get on the scale and I weigh 3500, I am not heavier than the minimum for the next heavier class, correct?

You either need to change the rule to say you must weigh less than the next heavier class or allow people to weigh right on the minimum of the next heavier class.
