Setting the exhaust valve when the intake is closing assures that the cylinder is at the end of the intake stroke and it's exhaust valve is closed and on the base circle. I have found this works on every four stroke engine from a Briggs &Stratton to blown hemi.regardless of the camshaft used. I know a lot of guys use the "Mopar hood sticker method" but Keep in mind that most modern camshafts have more duration & overlap than those 70's Mopar cams.
