There is more to the story than just NHRA allowing them, but Jon Asher has to get credit for his help in bringing the issue to the light of day, regardless of the fact that he doesn't want any credit.
Yes, they are legal just as they should have been for the past 15 years or so. I remember seeing the first dual brake system on a roadster that Kurt Damron had built years ago. I'm not sure if they were legal back then, or just when the rule came into effect, but finally they're accepted now. No more having to worry about surrendering your brake handle to the NHRA Tech people. And I think the Tech people are just as happy.
