Jeff , On most that I've seen, there four spots on the (output) shaft that are blank , or missing one spline. They correspond with the four spots on the arm that are not broached out .They are equidistant , so yes you can flip the arm around.
I have never used an S 10 box, but I would bet the steering shaft could be adapted using factory parts..It's the Vega that has the smaller shaft.
