The standard has the "speed rating" letter in the actual tire size...

example....205/70SR-15.....the "s" is the speed rating in this case 112 mph.....a T is 118 ,H is 130, V is 150 and Z is over 150

If there is no letter in this position the tire technically has a rating below 100 mph........

This applies to radial street tires and not drag tires and the old bias plies didn't really have a speed rating per se.....
