One thing you might try is loosen the m/c from the firewall to see if the rod is fully retracting...with the fronts off the floor you can spin the wheels to see if there is any improvement. Using an aftermarket m/c and/or a lengthened brake rod? I recently had to remove the front pads on my partner's '66 Nova and take a DA sander with 80 grit to them to alleviate the same problem.
