In D5 it does. As I had to install a ground wire on my aluminum cell. The point the tech made was there is a gasket between the filler and the cell. It was not worth arguing about, so I installed a ground on the cell. Although the bolt that secures the filler to the cell contacts the cell and filler, and my cell is bolted directly to the floor of the car.

Does the ground wire for the fuel sender fill this requirement? It grounds the cell to the frame on my car.

If it is clearly visible to tech, I would not think it would be an issue.
