Question about bump steer?
When the front wheels come up in the air and come down and they wobble like crazy for a few seconds is this what is considered bump steer??

No, most people call that a "Death Wobble". Bump steer is the toe change that occurs when, the front wheels travel up ,& down, which in turn can cause the tires to scrub while going down the track, with even the smallest movement, of the front end action. Thus, the need to correct this so there is no change in the toe, what so ever! Just setting the toe to ride height, on a Chevy @, and many other cars will not accomplish this.The toe on a Chevy 2, can change as much as 2", in 5" of up & down travel. My kit will fix this problem.
