The accepted fuels list is a way for the sanctioning body to try to keep race fuels under control. If a race fuel company wants their products in NHRA or any other racing association, they must submit representative samples of each of those fuels to be tested. They must also submit certain specs for each fuel. Then, a racer tells NHRA what fuel brand and blend they are running and if the fuel sample taken from the car matches the manufacturers specs, they pass. It's a simple way to be sure that prohibited additives aren't in the fuel. Not all race fuel companies are allowed to submit fuels to be on the accepted fuels list.

Now the reason that only certain fuels are allowed in Stock and Super Stock are largely because of whichever fuel company is the "Official" fuel of the series. They designate which classes MUST use their brand of fuel only and which classes can legally use any fuel that's on the approved list.
