While the stacking schedule may be inconvenient for some, it does make it fair for all. Denver has done it this way for a couple of years now, and it seems to work. Vegas also.

AS every business or non-profit business should know the best business plan is to adhere to their customers desires period. It is not a person or business to decide or dispute any reason why a customer needs are not met regardless of how ridiculous they are Just common Business sense and they should care and know what type of business customers desires are and wants and should always be taken care of and most of the time the issue can be solved in a fashion that actually enhances the business and image to further the bottom line all it takes by the business is common sense and a concern!( sometimes I just repeat my self to make a point lol at me)
