Indy over the quota

Indy is at 152 with a 150 max Quota in stock. Who is able to enter after quota is met other than past world champions? You would think they would wait till the last week before entering in case someone drops out.

I think Former National Champs and possibly current Gold cards???

All division champions and national Top 10 finishers from the previous year are guaranteed entry to any national event. Also, defending event champions are guaranteed entry to the event and category that they won in.
