Gary, I know in dirt racing they have a go or no go gauge that they use on the base, not sure if other organizations have that. We ran a Holley 500 2 bbl that was flowing 800 cfm tremendous amount of work done, was I cheating yes but never got caught. AJ Foyt once said you aint cheating until you get caught LOL

It's tech's job to determine legality, why I lost interest in "Stock" Eliminator long ago, it's more about what you can away with, rather than good engine building.
