There is no stipulation that says you can only get one flag per race. As you said in your post all runs count (except in qualifying where only the quickest run counts.)

Skillman and Fezell now have two flags on their combos.

I went to Pat & Bruce here at Gators and asked them and as I stated before thats what they told me, might just want to ask them yourselves before trying to figure this whole deal out on here.
And they told me as i left them, "We can not figure out why people cant understand how its written"

I asked this question during the winter because I also thought that you could get more than one flag in qualifying. Division 6 representative Jim Mantle was nice enough to email Pat Cvengros, NHRA Technical Services Representative, and ask him about it. This is Pat's email to Jim:
