No.....
A crack extending into the cylinder would be bad. The head bolt hole is already open to the water jacket on a stock block so the only issue is thinking about the crack getting worse or some movement that caused a head gasket to leak or fail. I can never recall seeing one like that...... It could be repaired using the stitch weld process and an insert in the head bolt hole.....I'd probably use a stud in that hole instead of a bolt...... It is basically a matter of cost vs how valuable or irreplaceable something is....and what is the intended use of that block....
