If I am not mistaken that is the world famous Mark Faul from Tacoma.

I checked the metadata on the photo and it's from the 2016 NWN. Cal and Mark Faul both drove H/SA cars in that event. The driver of car 621 wore a sportsman style open helmet and the driver of 6021 wore one of the modified style helmets with a solid chin guard.
