The rule was not listed in the 2014 book, and strangely, it wasnt listed as a revision when I went through tech "class" last month.

The rule has been out there for some time and it is not in the class specific section, it is shown in the General Regulations section.
Most of the cars have the panel mounted either inside the glove box area or on the passenger side upper floor to meet the rule requirements.
In the past I have seen new cars bounced because the location was too close or at arms length of the driver and did not matter if they said they could not reach it after being strapped.
