That is because it is part of the preprinted form, using the font "Futura".

Such fonts was not possible with typewriters or machine writers, as they only worked with "fixed-width" fonts, and because of the fixed width, they couldn't make that much difference between 0 and O.

But if you compare the white areas inside 0 in 55024 and the O in LO23, you will probably aggree that the area is clearly smaller in the 0.
