Many of the "real" S/ST cars arent capable of running any other class. They would have to spend alot of money to update their cars to run a .370 tree. Even if they won a divisional championship, its still a lot of money out of their pockets to move up to S/G or S/C. again, I said "real" S/St cars.
It is hard to police (no pun intended), I agree.
