I never saw a photograph of the Gilbert & Maskin Gremlin with this experimental hood scoop.
I wonder why its owner restored it that way?

It's just an extension added to the Sox & Martin "Mopar scoop" on its hood unlike the rectangular box on G & M's car. Here's a clearer picture:
