Like the Smithfield pork processing plant in South Dakota. It is not a major city and was not a hot spot. Now it is a hot spot.

Numidia is not a hot spot but many of their regular racers are from NY and NJ. My town Elysburg, which borders Numidia, has Knoebles which is a huge amusement park with miles of campgrounds and a huge amount of their patrons are from the Philly and NYC area, so we could become a hot spot if they open. There's no easy answer to this mess.
