michelin duelly truck tires-weather cracks

this is a common problem with Michelin tires on both truck tires and passenger tires. Any cracking affects the integrity of the tire. I have seen this on side walls and in the tread. It will fail Inspection in many states. We have failed vehicles for this. I was a tech for 50 years and a state inspector for most of that time in two states. Michelin knows of the problem, but won't address it.
