Nevada Travel Permit Warning On NHRA

I just went to NHRA's web site and found a warning on Nevada travel with permits required for certain travelers.
The posting for me caused more questions than answers.
Nevada's financial situation must really be a problem so they are looking for revenue.

Notice to all Las Vegas-bound participants
Thursday, April 08, 2010

All competitors attending the SummitRacing.com NHRA Nationals should be aware that you must obtain a Nevada Trip Permit prior to entering this state if the Commercial Motor Vehicle is not registered to travel in Nevada and any of the following apply:

* The operator of the vehicle is a paid employee;
* The operator of the vehicle is under contract;
* You are a corporate entity;
* You are required to obtain a business license;
* You are required to obtain a USDOT number;
* You are operating a tow vehicle (you must also be registered with the Nevada Transportation Authority: 775.688.2800 or 702.486.3303);
* You are paid or sponsored to participate in an event or provide a commodity or service for sale; or
* You are a vendor.

You may not need a Trip Permit if:
* You are attending a special event for recreational purposes only; IE: Hot August Nights; Reno Rodeo; Air Races; Balloon Races; National Final Rodeo; Regional Special Events; etc.;
* You are operating a vehicle registered with “Transporter” plates;
* You are operating a vehicle registered with “Dealer” plates and have a NV special moving permit;
* You are not eligible to claim business expenses from the event and any prize money earned during the event is required to be claimed as income on your Federal Tax return. (See IRS Publication 525)

For more information, please refer to the Federal Motor Carrier Safety Administration regulations. Title 49 C.F.R. § 390.3 (General Standards) and Title 49 C.F.R. § 391.2 (Farm Vehicles; Beekeepers)

This list is intended to provide basic guidelines for determining trip permit requirements. It is not intended to be all inclusive. It is your responsibility to ensure the vehicle being operated is not a Commercial Motor Vehicle (10,001 lb or more Combined Gross Vehicle Weight). If you have any doubts about the qualification of the vehicle, we recommend you purchase a trip permit.

If you have any questions regarding permit requirements, please contact the Motor Carrier Division at 775-684-4711 option 1.

The last paragraph calling a Commercial Vehicle everything with a 10,001 combined Gross Vehicle Weight is what I was confused about.
That probably covers any half ton pickup pulling a open trailer with a race car on it.
Looks like to me everyone needs the permit (notice there was not a posted cost for a permit) or it could get expensive.

Re: Nevada Travel Permit Warning On NHRA

I called the number and they only are open during regular business hours. It did not say 5 or 6 or 7 days a week but did give the web site. www.dmvnv.com
I visited the site and have copied below what I think NHRA is warning the racers about and new from July of last year. The key is if the officer calls your rig a commercial vehicle.
It looks like the permit is $5 plus the 15 cents a mile and you need it before entering the state.
Nevada is looking for more dollars.

From the web site:

Registration and Fuel Tax Temporary Permits
DMV Motor Carrier offices issue 24 hour permits (120 hours for buses) for temporary registration and special fuel taxes. Fees for registration are $5 plus 15 cents per mile. Special fuel permits are a flat $30.
New Requirements as of July 1, 2009:
Out-of state commercial vehicles with a Combined Gross Vehicle Weight Rating of 10,001 pounds or more are now required to get registration permits. (Fuel permits are not required for vehicles under 26,001 pounds unless the vehicle has three axles.)
All carriers must obtain their permit(s) before entering the state. You may no longer travel to the first available vendor.

Just to let you all know we had 2 of our swap meet people (Las Vegas MATS Event) that had 45 ft goose-necks with duelies get stopped in NM and had to get CDL's before they could move the trailers.
So beware New Mexico is watching also.

Re: Nevada Travel Permit Warning On NHRA

Just off the phone with LeAnn with the Nevada Department of Transportation License and Permit Division regarding the permits.
She tells me:
Motorhomes are generally exempt Dually Pickups are NOT if pulling a trailer they will generally exceed the 10,001 limit and probably will be targeted.

If the trailer being pulled has any signs or decals on it, it will be targeted no matter what the tow vehicle is. "White Boxes" should be left alone but you never know it all depends on the Police Officer.

Permits are good for 24hours only and you have to have one before you enter the state.
$5 for the permit plus 15 cents for all the miles you expect to drive plus the $25 to $45 admin fee for the company you get the permit through. Plus if you have a Trip Permit you also need the Fuel Permit which is $30.

You must then get another when you leave if the 24 hour permit is expired due to time.
If you are in state and parked on private property you can purchase it directly from the State of Nevada at one of their sites. Just don't drive the rig there to purchase the permit.
By doing that you can save the $25 to $45 you have to pay the company who get the permit for you.

Being registered as a private vehicle in a persons name and not a company does not apply. She said there are lots of commercial trucks registered in individual names.

Basically LeAnn says anything with a advertising sign or decal on it is considered to be a Commercial Vehicle by the State of Nevada and will be targeted.

All the states need money and this is a way to get more of it.

Hope this helps

I would say the best idea is to stay out of the states that requir this type of crap. Is it really worth the money and grief?

It looks like more short sighted Obama mentality to me. Rather than encouraging the tourists dallors these taveling sportman racers will bring to the Nevada economy they think they can generate their revenue shortfall by nailing a few racers on their road system. this is not cool and we should expect more and more of this as the country slips into more and more tighter controls on everything. Just wait until they start putting the screws in the RV'ing crowd if they haven't already. And I thought we were part of the RV'ing crowd????

Re: Nevada Travel Permit Warning On NHRA

It sounds like they are allowing for 390 in the code. If you are titled in a company name, you are subject to DOT. If you are in a personal name, you are probably ok. You still need to know about 390. If you got a pickup, you probably still need a plate to cover your weight or your total GVW. Never never let them say you are a commercial vehicle. But you can't do that if you are titled in a company name or something that resembles that. Jeff Teuton is ok, Jeff Teuton Racing (just cause it looks good on a title, or on the side of a trailer) gets you in the DOT gate. Hope this helps. 399(f)(3) in the actual exemption you need for this in the DOT manual.

It appears to me that This will severely restrict our racing in this part of the world. (Sourthern Utah) All races generally take us through NV.
With the current economic conditons it makes it very hard to attend races in CA, AZ, NV, ID WA and OR. It just adds one more nail in the
coffin for our racing program.

It would be nice if the NHRA would get involved and get some sort of excemption like they did for the Air Races etc.

Just my thoughts

My thoughts also E Snow!

Rather than hammering the racers for waste desposal NHRA should be leading the way to help the racer be as green as possible. Instead they take the route to cover their backsides and add an additional burden to the racer. I thought NHRA was form to provide a safe and racer friendly place to compete? What was I thinking?

Re: Nevada Travel Permit Warning On NHRA

I just spoke to a SS racer on his way to Vegas. He had a long talk w/ NVDMV before he hit the road. He was told "if you have ever made money w/ your car or COULD make money w/ your car, it was considered commercial. Furthermore, not only is it .15 per mile, it's $50.00 per day you are in NV using the permit! SS racer told the agent he was traveling to a car show, not a race. Agent informed SS racer there was money in showing cars as agent used to show a roadster and knew the kind of money that could ne MADD and therefore could be considered commercial. SS racer assured agent this was not possible with his car.
Agent went over a lengthy list to which racer responded "no" to all questions. Agent stated if he answered the same to an officer, everything should be OK.
The fine if DPS doesn't buy your story? $500 to $1000 (I believe per day,could be wrong) & possible impound.
NHRA needs to lobby an exemption. We're talkinganother $300+ for a week long race!

The way I see it is BOTH the NHRA AND Bruton Smith/The Strip as well as the other NHRA sanctioned strips need to contact the proper authorities in Nevada and see if they can work out an exemption or some kind of a fair and equitable solution to the situation. If the Nevada govt people do not want to cooperate then the NHRA and Mr Smith have to make it CRYSTAL CLEAR so that is totaly understood that there will be no more NHRA races in their state until this ruling is rescinded---When they see the financial ramifications that will ensue they just might rethink their logic. Funny how money works isn't it?? comp 387

Thinking about this a little more___I think Bruton can carry an awfully big stick here he not only owns the Strip but he has a Nascar track there too---They just might listen to him the folks in N carolina sure had no problems hearing him--Comp 387

Re: Nevada Travel Permit Warning On NHRA

One thing I left out of my earlier post about the racers traveling into Nevada was an example LeAnn with the Nevada Department of Transportation License and Permit Division gave me about U-Haul Truck and Trailers.
LeAnn gave me the example of someone renting a U-Haul Truck or Trailer or both and traveling through Nevada while moving.
She used as an example of moving into Nevada with the U-Haul as OK since you were moving into the state. You would have to provide an address you were moving to in Nevada if stopped.
She said if you were only traveling through Nevada and Not Moving to Nevada you would need the travel and fuel permit to travel through Nevada with the U-Haul rig.
That did not seem right to me and I did not include that in the post earlier about the racers permits as it would not be relevant to a racers issue. I did think it was a little out there and will cause a lot of people problems and give Nevada a black eye as people do talk about how they are treated in places as they travel.
Nevada may not care as they need $$$$$ as all the states do and want to collect those dollars from outsiders if possible.

Re: Nevada Travel Permit Warning On NHRA

The Nevada people obviously have not read the law on money. It's quite clear and most field people are ignorant of the DOT regulations and they have probably never been challenged. They get a few classroom classes about big rigs (which is what they should enforce). I suggest you get a manual (it's cheap) and outline the section that applies to us and have it with you for all states. Best protection you can have. I can assure you when you pull out that large manual, show them the law, and tell them you feel you are being coerced and request their superior to come to the scene, there is probably a different story. Never never agree that you are a commercial vehicle, because by definition you are not, and the exemption in the manual allows you to do what you do even if you are a commercial motor vehicle.

Re: Nevada Travel Permit Warning On NHRA

Jeff, what is the name of the Manual you reference and where do I get one.
The problem when you get stopped you can very easily piss off the officer when asking for his supervisor and they can always find something if they want to.
Getting the book out and having a friendly conversation with the officer might not be to bad. It all depends on the officer.
Nevada I believe is a different issue. It is a state looking for revenue any way they can get it from outsiders. The U-Haul deal was a thing I would think could not be enforced at all if pushed into the courts. Nevada does not have ports of entry's so they are trying to enforce the laws and collect fees across the state without the expense of the ports and get it done electronically and make fast easy money.
I usually go to the spring Las Vegas race but this year family issues did not allow. I do plan to go to the fall race and on to Pamona so I hope this gets straightened out by the fall.
I would appreciate info on the Manual.

Mark, if you went across the dam how close does the bridge look like on being complete?
At the fall race we went out and looked and about half of the road bed was laid across the canyon.
We usually go through Bull Head just in case they won't let us cross the dam. It is a long way back to the turn off if they turn you around.
Wife says she won't cross the bridge when it is finished. I have told her she will just have to go to the back of the motorhome as I drive across or walk across. She says she is not sure she can walk across it as it is going to be really high above the canyon.

The last 2 or 3 trusses are being put into place now. Some of the roadbed is there too.
No guardwalls yet.
It's only 900' above the river!
I took some pics, but can't load them here...

We live about five miles from Dam. We routinely run our 53' Vintage thru Dam. The do not like stackers or 3 car wedges. They want to check trunk in cars and inside trailer for excessive fuel...as long as you can do that without climbing around you are good to go!

I found this thread doing a Google search on this issue. Thanks to Jeff and everbody else who posted on this thread. I spent part of the weekend trying to figure out exactly what I need for a duallie, open trailer and race car that has a actual weight just under 10k but has a gross rating of 14k. Any war stories from this weekend?

Thanks again.

Yep, 'specially with a 1600# car. I got a great deal on it just as the economy turned. Unfortunately for me I did'nt get the enclosed trailer to put behind it before the economy got up close and personal with me. Now I'm stuck with mis-matched bookends. Oh well, thats showbiz.
