If he sat there and didn't make the run, he would have also been taking his chances, and considering the DD's decision that the top bulb being out "wasn't a factor in the race", then he still wouldn't have gotten a re-run. We can talk about the situation for a week and say what decisions should or shouldn't have been made... but in the car, the driver had just 0.5 seconds to assess the situation.
It shouldn't be up to the racer to have to make it right. Tree malfunction = re-run, period.
