Coastal Plains Dragway in jacksonville NC usually runs test and tune sessions on sunday afternoons all winter long as long as the temp is 45 degrees or higher, which is most of the time. CPD is an IHRA sanctioned track, concrete starting line, and has 1/4 mile clocks. Usually only street cars can run the quarter but sevaral class cars I have seen test run the quarter, track manager is an ex SS racer from days gone by-George Duff.
Rockingham probably runs during the winter too, but it is usually a good bit warmer here thanks to the coastline.
