It should be a matter of safety first.

I have a set of front seats out of a 2004/05 Dodge stratus so that
I have adjustable headrest (shoulder harness goes through opening)
but it also has lumbar adj and tilts a little. and yes my car is a bracket
car not a stocker.

But again it should be a matter of safety, that's like saying it's safe
for a 1966 Chevy 283 stocker to just have a lap belt.
