It's not as top secret as you think and anyone can purchase the software and hardware required to tune a new CJ or ANY EFI OBD-II or newer equipped vehicle. Most modern performance shops that work on new cars have this technology. In the end you are only controlling throttle opening, fuel and timing, which you can do on a carbureted car with hand tools. It's still just an internal combustion engine.
Its an internal combustion engine with a weak suck HP factor !
