There are several 78 & 79 Aspen 318 4bbl combos that will run N. Any that have a natural power to weight factor of 14 or greater will fit in the next lower class.

and the small valve motors can make it down to P. For the 20 HP difference, I'd be looking there but I'm not a Chrysler guy.
