We used to do that to the old 4GCs. We were told then that we could not remove & plug it. Many of us pulled the piston/spring, pushed the piston up, and put a ding in the rod with a pair of dykes so it could not extend again, and jetted up. Easy to find Rochester jets back then.

Easier solution is just leave the power piston in place, and plug off the power valve it's self... Take an Old Power Valve (or new), knock the pin & guts out of it... Turn it over and pound 3/16" lead shot into it... Now put the gasket back on it and reinstall into the bottom of the bowl... Jet to application.
