My $0.02 and probably wrong but...

With online entry / tech card submittal and no tech, you really don’t know who is in attendance. When making the ladder, the safe bet is to place all entries on ladder.

If we would have gotten the scheduled two qualifying runs, I bet they wouldn’t have put the no shows on the sheet.
