Default Dial-ins, honest or not

Just raced for the first time this year Wed night. With plans to put together a GM H-body this year that I am aquiring from my brother-in-law, I figured I would get out and make some laps in the meantime with my Civic driver. I have always dialed close to my average when racing and did that the other night. Got by first round by a red light gimme, but lost 2nd round. The other driver caught me before the stripe and let off,playing with me. So the question is; do you dial close to what you think you can run and drive it out without lifting. Or, do you dial slower, and have enough time to judge where you both are at the end but having to brake so as not to run under?
