Maybe some will just bypass nhra and go right to the racers, or can they legally do that? Sure could save them some money if they have to pay even if no one claims.

There have been a few notable companies that have done such "under-the-table" contingency in the last several years. The downside is that they can't brag/advertise that their product won a sanctioned event.

It cut out the middleman, but still required proof of decals and product.

If someone wins a race a manufacter cannot advertise that they used there product to win the race if the manufacter is not on the contingency program?

I'm no lawyer and don't know how the agreements are written, but I'm pretty sure most sanctioning bodies would take legal action. The company in question would be using the sanctioning body's name for "free" to promote their product. Unless, perhaps, they were associated with the sanctuioning body in some other way.

I didn't for 2009,but they are supposedly catching up on 2008 payments first.

If you are expecting a payment,here is an email:

I have to at least give him credit for quickly answering emails,even if there is no check.

We have received our 2008 payments. Mr. Bradshaw is doing a great job of getting the Jet Hot contingency program back on track.
