Another guess for Wally Clark ...Yes FYI he did bracket race a Vega in the early
'70's & the trees in background look like the shot taken at the now long gone Toronto International Dragway

We all looked like that in the 70's....I was much taller though....My guess is the guy that has won 8 world championships but just never had enough points....Sonny Bono....Cher was doing something else that day

Mike Walter was the first to get it right..... it's Wally Clark.

As prostockpete mentioned..... the photo was from the old Toronto International Dragway.
